The butter and sugar were creamed incorrectly
The cake is heavy despite correct flour and leavener, and the butter-sugar mixture was chunky, greasy or nearly white and extremely aerated rather than pale and fluffy.
Compare the creamed mixture with a visual guide: correctly creamed butter and sugar should be light, fluffy and pale, not dense/chunky or greasy.
The baked cake cannot be re-aerated.

Too much flour was added
The batter was unusually stiff and the cake is dense throughout rather than only at the center or bottom.
Check how flour was measured. Scooping directly with a cup can pack substantially more flour than the recipe intends.
