Risotto problems, diagnosed

Gluey risotto is not the same as creamy risotto. Look at a single grain first: if the grains are still intact but the surrounding sauce feels heavy and paste-like, check agitation, final liquid and finishing technique. If the grains themselves are swollen, broken or collapsing, overcooking is the stronger diagnosis.
