The meat is tough and clearly dry, with fibrous strands, little juice and a chalky or stringy bite. The raw fillet felt normal rather than unusually rigid.
On a future batch, use a food thermometer and compare with the same cut cooked only to a safe endpoint rather than substantially beyond it. If dryness and toughness fall together, overcooking was the main cause.
Slice the cooked chicken thinly across the grain and serve it with a moist sauce, broth-based dish or dressing. Lost moisture cannot be forced back into the muscle.

The thin end overcooked before the thick end was done
The tapered or thinner end is dry and chewy while the thick center is noticeably juicier and more tender.

The cooked breast is unusually hard, rubbery or chewy yet may still seem moist. Before cooking, the fillet may have felt abnormally firm or rigid and may have been unusually thick or bulging. These are indicators, not a definitive home diagnosis.
You cannot definitively diagnose woody breast at home by touch. A useful practical clue is recurrence with individual unusually firm raw fillets despite the same safe cooking method producing normal texture in other breasts.
Do not keep cooking the same type of fillet less in an attempt to remove the firmness. Chop or grind the cooked meat and use it in a bound or sauced preparation, where research shows the undesirable texture difference can be reduced.
When choosing fresh breasts, avoid pieces that feel exceptionally rigid or bulging compared with the rest of the package. Treat this only as a purchasing clue, not a diagnostic test.
It is spaghetti meat, not true toughness
The meat is not truly hard. It feels mushy, spongy or fragile and separates into loose string-like bundles or fibers.
If the meat pulls apart into loose bundles without the high resistance or hardness of woody breast, the symptom is better described as structural separation than toughness.
Stop changing cooking time in either direction. Chop or grind the meat for a preparation where the loose structure is less noticeable.
If you repeatedly encounter loose, stringy raw breast meat from the same product line, try a different package, size grade or supplier rather than changing your cooking endpoint.
The breast was sliced with the grain
The chicken seems reasonably juicy and cooked correctly but feels stringy when chewed. Long muscle fibers run in the same direction as the slices.
Cut a small piece perpendicular to the visible muscle fibers and compare it with a slice cut parallel to them. A clear tenderness difference points to slicing direction.
Re-slice the remaining breast thinly across the grain where practical.
Look at the direction of the muscle fibers before carving and cut across them rather than parallel with them.
